if you think about it it would be more to think about cuz while its stationary you see the lugs and holes.....while its moving you'd just see a black ring around the middle and the car would actually appear to float. if there were no difference in rolling v static shots then ppl wouldn't take rolling shots, motion and the rims spinning add that edge a car enthusiast so seeks in a picture of their car
